Specifying a Workwear and PPE Programme

A procurement framework for workwear and PPE: building a site standard, the garment lines to cover, what hi vis and glove specification actually require, and the reorder mechanics that keep a floor kitted.

A workwear programme fails quietly. Nobody escalates it. The floor just accumulates mismatched garments, three variations of the same polo, and a size range that does not fit the actual headcount, until someone notices that the site standard exists only on paper.

This is the framework we see working across industrial, logistics, and facility management accounts: what to specify, in what order, and which decisions actually determine whether a programme holds together after the second reorder.

Start from the site standard, not the catalogue

The common failure is starting from products. A buyer opens a supplier catalogue, picks garments that look right, and ends up with a set of items that never becomes a coherent standard.

Start from the site instead. For each role, write down what the person is exposed to and what the job asks of the garment: temperature range, indoor or outdoor, visibility requirement, contact with machinery, wash frequency, and whether the role is customer-facing. That document is the specification. The products are chosen against it, not before it.

It is also the thing that survives staff turnover on your side and ours. A programme anchored to a written standard can be reordered by someone who was not in the original meeting.

The garment lines a programme covers

Most programmes are specified line by line rather than as one product. A complete standard usually covers:

  • Outer layers. Workwear jackets: softshell, fleece, and insulated, chosen for the temperature range the site actually works in rather than the one on the brochure.
  • Tops. Work shirts, polos, and workwear t-shirts. This is the highest-turnover line in the programme and the one most likely to drift out of spec.
  • High visibility. Hi vis shirts and vests where the role or the site requires them.
  • Legwear. Workwear trousers and cargo pants, plus workwear shorts where the season and the site allow them.
  • Hand protection. Safety gloves, specified per task rather than per site.
  • Head and specialist protection. Helmets and hard hats, and welding PPE where the work calls for it.
  • Role-specific wear. Aprons, tunics, and rain layers for the roles that need their own garment.

Not every site needs every line. Every site benefits from having decided, in writing, which ones it does.

Hi vis: what the standard actually asks for

High visibility is the line where "looks bright" and "meets the standard" diverge most expensively.

Visibility apparel is classified by the amount of background and retroreflective material and by how it performs, which is what standards such as ANSI/ISEA 107 codify. The practical consequence is that the required class depends on the role and the environment, not on preference: proximity to moving vehicles, ambient light, and traffic speed all move it.

Two things to nail down at specification time. First, which class each role requires, decided by whoever owns safety on your side, not by procurement guessing. Second, that the compliance documentation travels with each shipment rather than being reconstructed later during an audit. Hi vis also degrades with washing, so the wash cycle belongs in the spec alongside the class.

Safety gloves and hard PPE

Gloves are specified per task, not per site, and this is where blanket standards waste the most money. A single glove specified for the highest cut risk on site and then issued to everyone is expensive for most of the headcount and often too clumsy for precision work, which leads to people removing them. That is worse than a lower-rated glove they keep on.

Split the specification by task: cut resistance where there is a cut risk, grip and dexterity where there is not, and separate lines for chemical or thermal exposure. Then plan consumption honestly. Gloves turn over far faster than garments, and a programme that treats them like a once-a-year garment line will run out.

Helmets, hard hats, and welding PPE follow the same logic but with a longer replacement cycle and an inspection requirement. The practical gain is putting them on the same contract and the same delivery schedule as the garments, so protective kit and uniform do not arrive from two suppliers on two timelines.

Bulk work shirts and the turnover problem

Tops are ordered more often than anything else in the programme and are therefore where consistency breaks first. A shirt reordered from a different supplier, or from the same supplier against a different spec, will not match: shade drifts, fit drifts, and the floor ends up in three generations of the same garment.

Two mechanics prevent it. Keep the specification on file with the supplier so a reorder references a sealed spec rather than a product name. And order the high-turnover lines on a cycle that matches consumption, rather than reactively when someone notices a shortage.

Size grading across a full headcount

A programme covering a real workforce needs a real size range, and XS to 5XL is the practical span for most industrial sites. Two things follow from that.

First, grading has to be consistent across every line. A large in the polo and a large in the jacket should fit the same person. This is a specification question, not a coincidence, and it is worth confirming explicitly.

Second, the size curve is site-specific. Distributing a run evenly across the range leaves you short in the middle and holding stock at both ends. Build the curve from your actual headcount data, and revise it as the workforce changes rather than carrying the first curve forever.

The reorder mechanics that decide whether it works

Specification determines whether the programme is right. Reorder mechanics determine whether it holds.

  • Held stock. If the buffer sits with the supplier rather than in your building, you are ordering against stock that already exists instead of against a production lead time. That is the difference between a resupply measured in days and one measured in weeks.
  • Thresholds, not reminders. Per-item reorder points that trigger automatically remove the dependency on somebody noticing.
  • Multi-site splits. If you run several sites, decide early whether they draw from one pool on split delivery or hold separately. Retrofitting this is painful.
  • One contact. A programme spread across several suppliers has no single point of accountability when a size runs out mid-shift.

What to put in the contract

The specification belongs in the agreement, not in an email thread. At minimum: the garment and PPE lines with their specifications, the size range and grading, the visibility class per role, price fixed for the term with no mid-term surcharges, replenishment lead time as a commitment rather than an aspiration, which compliance documentation travels with each shipment, and the remediation route if a batch is wrong.

That last point is worth being specific about. Agreeing in advance what happens to a defective batch is a five-minute conversation before the contract and a long one afterwards.
